Atlantic District NJFOA Bylaw suggested modifications

 

Article III Item B.

B.     The Executive Committee shall be composed of the elected officials and the immediate past chairperson and appointed Cadet supervisor;

Justification:

In cleaning up and reworking the Bylaws, although the experience and recommendations of the Past Presidents should be heard they do not need to have a vote on the current Executive committee.

Justification:

In order to add conformity and structure to the organization a president and vice president position needs to be created.

D.     Treasurer - Two (2) year term

1.      A report of all accounts to the Executive Committee;

2.      Collect all dues and game fees;

3.      With a check, co-signer and pay all bills..

Proposed:

4.      Report association account spending and balances to general membership as required

 

Justification:

Cleanup and clarify duties and responsibilities of the Treasurer.

Article IV Item G.

G.    State Delegate and Alternate Delegate

1.      Delegates shall attend the State meetings when notified by the State Secretary and report on these meetings to the Executive Committee;

2.      Two members from the District shall attend all State meetings (one being the secretary).

2.      If the State Delegate is unable to attend, the chapter President or vice-President will attend in their absence.

 

Justification:

The removal of the Assistant state delegate will help moderate the number of voting Executive board members. In addition the State will only allow for one member from each chapter to attend the state meetings. This change will cleanup and correct the position.

Article IV Item I (new)

Proposed:

I. Board of Directors (2 or 3 members based on seniority)

2.      The board of directors will not be elected, but will be determined by seniority and rotate one member on and one member off of the board of directors each year. Members may decline this position if they wish.

 

Justification:

In removing the seniority based Chairman position, it is fair that all members be given the opportunity to be a part of the Executive Committee based on Seniority. All offices will now be 2 year terms.

Justification:

Collateral cleanup: Renumber Articles H and I to become Articles G and H.

2.                Honorary members shall not pay dues, officiate or vote. They will be invited, free of charge to the annual banquet.

Justification:

Since we no longer are able to afford banquets, the Honorary members are invited free of charge to the Spaghetti dinner.

Justification:

Combined Education with Interpretation and Mechanics: The Education Piece was a place-holder added years ago. Referee Game Reports are another item that could be added here.

A.     Game Assignments

1.                Game assignments shall be made through the Assignors who inform Officials of dates, time and location and confirm them.

All Association assignments will go through the Arbiter program. Members will be required to have an active E-Mail address to receive assignments.

Update to include Arbiter as the Association Assigning program.

Article VIII Item B-5

5.                Examination

1.      The Secretary shall send Part 1 of the National Federation Examination to all officials who shall answer and return such examination at the date specified by the Executive Committee.

2.      NJSIAA MANDATE: Members must pass Part 1 with 85% - Fail and the Chapter will provide instruction and review test. Must take National Examination Part 2 closed book and must pass with 85% - Fail and No varsity assignments for that year, and may work sub-varsity only if member attends cadet classes.

1.      The NJSIAA will specify the test to be taken online each year through the NJSIAA link in Arbiter. All officials shall answer the examination by the date established by the NJFOA.

2.      NJSIAA MANDATE: Members must pass Part 1 with 80% - Fail and the Chapter will provide a make-up test to be completed and passed prior to officiating any Varsity football games. If an official fails the make-up examination, they may not work varsity assignments for that year, and may work sub-varsity only if member attends cadet classes.

Justification:

NJSIAA has taken over administration of the Officiating Testing process. These changes reflect the NJSIAA process.

Article VIII Item B-6

6.      Assignments

a)     All Officials shall notify the Secretary of any and all outside games he/she has been assigned and/or worked. Failure to do so shall be liable to disciplinary action.

6.                Online Concussion and Heat Exhaustion course

1.      In order to officiate games, each official must complete and pass the NFHS concussion instruction. A certification must be submitted to the chapter secretary. If an official fails to complete this course, they may not work any game until this training has been completed.

2.      Heat Exhaustion course - It is highly recommended that all officials complete the online NFHS Heat exhaustion course.

Justification:

Assignments are covered in Article VIII-A, and can be removed from this section. Since the NJSIAA has mandated all officials to have yearly Concussion training, and cannot work until this training has been successfully completed, this is a logical place to add this to our bylaws.

Article IX A-B

A.     An Annual Banquet shall be held on a date set by the Executive Committee. The Banquet Chairperson shall report and recommend to the Executive Committee necessary information for the decision as to location, date, time, and how to sponsor the Annual Banquet.

B.     The Tripician trophy, which is presented annually shall be awarded to the school(s) in the counties of Atlantic or Cape May having the best win-loss record. The trophy shall be retained by the winning school for one (1) year, and the name of the school inscribed thereon. A miniature trophy shall also be given to the school for its permanent possession. A school winning the Tripician trophy for three (3) consecutive years shall take possession of the trophy.

Delete Sections.

 

Justification:

The interest and funds for a year end Banquet have not been reasonable. Remove section

I'm not sure we have continued to give out the Tripician trophies. If we have not presented these awards, then we should remove and possibly replace with something more current.
